The Deputy Minister for Administration heads the Department of Administration and reports to the Minister/Postmaster-General on matters specifically relating to the managerial and administrative functions of the Ministry. The Department of Administration comprises 9 bureaus through which it manages and administers the affairs of the Ministry: Financial Management, Human Resource Management, Public Affairs, International Accounts, Internal Audit, Procurement, International Organizations, Maintenance, and Postal Inspectorate.  The Department is the supporting arm of the other two programmatic divisions; the Departments of Technical Services and Postal Operations, which are also headed by Deputy Ministers.

Hon. Augustine Soway Karpeh is an esteemed ordained Elder, Evangelist, and preacher of the Seventh-Day Adventist Church, Hon. Karpeh is dedicated to both his faith and his professional endeavors.

Hon. Karpeh exemplifies excellence and precision in all aspects of his career. Known for his adherence to high principles and confidentiality, he is a supportive team player focused on achieving organizational goals and problem-solving.

His educational journey began at Buah Chenwriken Elementary School, where Mr. Glewiah, the School Principal, instilled in him the value of education. Following encouragement from his family, he continued his education in Harper City, Maryland County, staying with his uncle, Mr. Tom N. Sogbe. There, he attended Saint Academy, G.T. Brewer Elementary School, A. Dash Wilson Junior High School, and Cape Palmer High School. He completed his secondary education at Monrovia Open Bible Standard High School in Congo Town, Monrovia, Liberia.

Hon. Karpeh holds an Associate Degree in Computer Science from Liberia College Technology, a Bachelor of Business Administration in Accounting with a minor in Financial Management from the African Methodist Episcopal University, and a Master of Business Administration in Finance from Cuttington University Graduate School and Professional Studies.

His professional career spans various roles, including Accountant and Cafeteria Manager at Konola Academy SDA Mission in Margibi County, and teacher of Bible, Mathematics, and Physics at the same institution. His service also includes roles as an Evangelist and Administrative Officer at Adventist University of West Africa, where he held multiple positions including Accountant, Chief Accountant, Financial Manager, Director of General Services, Director of Human Resources, and Lecturer in Accounting and Finance. Additionally, he served as a Maintenance Officer at the same university.
