Vacancies in the Western African Regional Digital Integration Project (WARDIP) Ministry of Posts and Telecommunications, Republic of Liberia In Collaboration with the World Bank Monrovia, Liberia – September 8, 2025

The Ministry of Posts and Telecommunications (MoPT) of the Republic of Liberia, in partnership with the World Bank, is excited to announce open vacancies for highly qualified professionals to join the Western African Regional Digital Integration Project (WARDIP). This initiative represents a transformative step toward building a connected, resilient, and inclusive digital economy across West Africa. Funded by the World Bank and implemented under the auspices of the Economic Community of West African States (ECOWAS), WARDIP aims to enhance cross-border digital infrastructure, promote data market integration, and support sustainable digital transformation in the region.
WARDIP is a series of projects (SOP) designed to address key challenges in digital access, including expanding broadband connectivity, harmonizing regulatory frameworks, and fostering innovation in priority sectors such as e-commerce, e-government, and digital services. By joining this project, successful candidates will contribute to a regional effort that empowers communities, boosts economic growth, and bridges the digital divide in Western Africa. Positions are based in Monrovia, Liberia, with opportunities for regional collaboration.
We invite applications from motivated individuals with expertise in development projects, particularly those with experience in international organizations like the World Bank or regional bodies. These roles offer competitive compensation, professional development opportunities, and the chance to make a lasting impact on Africa’s digital future. Contracts are initially for 12 months, with potential for renewal based on performance and project needs.
Available Positions:

  1. Social Development Specialist
This role focuses on integrating social safeguards into project activities to ensure inclusive outcomes. Key responsibilities include assessing social impacts, promoting gender equality and social inclusion, engaging stakeholders and communities, and monitoring social risks. The specialist will collaborate with project teams to design interventions that benefit vulnerable groups and align with World Bank social standards.
Qualifications: Master’s degree in Social Sciences, Development Studies, Sociology, or a related field; at least 5 years of experience in social development within donor-funded projects; strong knowledge of gender and social inclusion frameworks; excellent communication and stakeholder engagement skills. Fluency in English is required; French is an asset.
  2. Project Coordinator
As the central figure in project execution, the Coordinator will oversee daily operations, manage timelines, coordinate with regional partners, and ensure alignment with project objectives. Responsibilities include preparing progress reports, facilitating meetings, managing risks, and leading a multidisciplinary team to deliver results on time and within budget.
Qualifications: Master’s degree in Project Management, Business Administration, Information Technology, or a relevant discipline; minimum 7 years of experience coordinating large-scale development projects, preferably in digital or infrastructure sectors; proven leadership abilities; familiarity with World Bank procedures; proficiency in English, with French preferred.
  3. Environmental Management Specialist
This position ensures that all project activities comply with environmental regulations and minimize ecological impacts. Duties include conducting environmental assessments, developing mitigation plans, monitoring compliance, and integrating sustainable practices into digital infrastructure development. The specialist will work closely with regulatory bodies to promote green digital initiatives.
Qualifications: Master’s degree in Environmental Science, Natural Resource Management, or a similar field; at least 5 years of experience in environmental management for international projects; knowledge of World Bank environmental safeguards; strong analytical skills; English fluency required, French advantageous.
  4. Financial Management Assistant
Supporting the financial integrity of the project, this role involves assisting with budgeting, financial reporting, auditing, and disbursement processes. The assistant will help maintain accurate financial records, prepare forecasts, and ensure adherence to fiduciary standards set by the World Bank and Liberian government.
Qualifications: Bachelor’s degree in Finance, Accounting, or Business Administration (Master’s preferred); 3-5 years of experience in financial management for development projects; proficiency in accounting software (e.g., QuickBooks or similar); understanding of international financial guidelines; excellent attention to detail; English required.
  5. Procurement Specialist
Responsible for managing procurement activities, this specialist will handle tendering, contract negotiations, supplier evaluations, and compliance with procurement policies. The role ensures transparent, efficient, and cost-effective acquisition of goods and services essential to WARDIP’s success.
Qualifications: Master’s degree in Procurement, Supply Chain Management, Business, or related field; at least 5 years of procurement experience in World Bank or similar funded projects; certification (e.g., CIPS) is a plus; knowledge of public procurement laws; strong negotiation skills; fluency in English.
