1. BACKGROUND

The Government of Liberia (GoL) has received financing from the World Bank (WB) for the West Africa Regional Digital Integration Project – Series of Projects 2 Liberia (WARDIP SOP2-Liberia). This project, which will be implemented at the national level, seeks to facilitate increased broadband access and usage in preparation for regional digital markets integration in West Africa. WARDIP SOP2 builds on, and will run parallel to, investments in DTfA/WARDIP SOP1, further extending cross-border and backbone connectivity, data markets and online market environment in additional countries. It aims to increase broadband access and usage in participating countries and to advance the integration of digital markets in Western Africa and is structured around six components.

• Component I. Building Policy and Financing Pathways for West African SDM: This component aims to support the west African Economic and Monetary Union’s (WAEMU) strategic vision of creating an SDM in West Africa. It is a regional-level component implemented at the WAEMU level and is not financed or implemented at the country level in Liberia.

Liberia’s participation under WARDIP SOP2 focuses on Components II through VI, which support the national investments and reforms aligned with the regional integration objectives of the program.

• Component III: Data Market Development and Integration: This component aims to build trust in online transactions and strengthen the security and resilience of digital infrastructure and systems, focused on enabling secure, cross-border data exchange, storage, and processing to support regional access to data-driven services, innovation, and infrastructure.
• Component IV. Online Market Development and Integration: This component aims to support the development of a robust regional online market, with a focus on boosting service uptake for an integrated SDM.
• Component V. Project Management and Implementation Support. This component would provide technical assistance and capacity support for program preparation and implementation.
• Component VI. Contingent Emergency Response. The component is included to help participating countries respond swiftly to eligible crises and emergencies, in case of urgent need for assistance or capacity constraints.

The GoL, through the Ministry of Posts and Telecommunications (MoPT), has established a dedicated Project Implementation Unit (PIU) to coordinate and oversee the implementation of the WARDIP SOP2-Liberia. To support the effective implementation, monitoring, and evaluation of the project’s development objectives, the PIU seeks to recruit a qualified Monitoring and Evaluation (M&E) Specialistto provide technical leadership in tracking project progress, measuring results, ensuring data quality and integrity, and supporting informed decision-making in compliance with WB monitoring and reporting requirements.

1. OBJECTIVES OF THE ASSIGNMENT

The M&E Specialist position will be a full-time contracted staff position, assigned to the project through the PIU. S/He will be responsible for supporting the PIU in establishing and managing the M&E system, ensuring effective monitoring, evaluation, and reporting toward the project Result Framework. The M&E Specialist will periodically track and measure progress on results, ensure data quality and integrity, produce timely performance reports, and support evidence-based decision-making across all project components.

The M&E Specialist will provide technical leadership and guidance on monitoring and evaluation, of the Result Frameworkand indicator tracking system, including data collecting, verification, and analysis throughout the project lifecycle. This includes maintaining reporting tools and dashboard, and ensuring the PIU staff, implementing agencies, WB WARDIP Development Impact (WARDIP-DI) team, and development partners have reliable data to monitor results and support effective implementation. The Specialist will also support knowledge management and institutional learning, helping the project identify challenges and adapt implementation as needed.

1. SCOPE OF WORK

The M&E Specialist will undertake the following, but not limited to, tasks in close collaboration with the Project Coordinator and the PIU:

Results Framework Management, Data Collection, and Analysis:

1. Results Framework and M&E Management. The M&E Specialist shall lead the development, operationalization, and continuous improvement of the project Result Framework, ensuring systematic and periodic tracking of all Project Development Objective (PDO) Outcome Indicators and Intermediate Results Indicators in accordance with the WB monitoring and reporting requirements. The Specialist shall prepare and maintain an M&E Operational Manual and work plan, data collection and reporting protocols, and standardized monitoring templates. The Specialist shall periodically review and track progress against the targets set in the Results Framework to ensure continued alignment with project objectives and implementation priorities.

• Data Collection and Quality Assurance. The M&E Specialist shall design and manage data collection and management systems-including digital data collection tools, mobile monitoring applications, GIS-enabled monitoring systems, and electronic databases – to ensure efficient, reliable, and timely support to project monitoring and evaluation. The Specialist shall coordinate recurring and timeline-based indicators and their baseline, midline, and periodic results against targets, as well as periodic evaluations, surveys, and internal/external beneficiary feedback. The M&E Specialist shall participate in impact evaluation workshops to integrate structured learning into implementation and generate actionable evidence and work closely with the WARDIP-DI team to link assessments to the broader WARDIP learning agenda.  The M&E Specialist shall establish and implement data quality assurance mechanisms to ensure that the outcome indicator data are accurate, complete, sufficiently disaggregated, reliable, consistent, verifiable, and audit-ready. The Specialist will conduct regular data quality assessments, identify weaknesses in data collection or reporting processes, recommend corrective measures, and support PIU and implementing agencies in strengthening them.

• Data Monitoring and Verification. The M&E Specialist shall conduct routine data monitoring and verification of the project progress, monitor the quality of implementation, and confirm the accuracy of reported outcomes (both qualitative and quantitative). This shall include conducting/participating in field visits and verification exercises, monitoring and recording contractor/consultant performance, beneficiary feedback/surveys, and quality of the project deliveries (including capacity-building, training, workshop). The Specialist shall establish appropriate verification mechanisms to ensure that reported progress accurately reflects actual project performance.

• Performance Analytics and Dashboard Development. The M&E Specialist shall design, develop, and maintain interactive project performance dashboards to support informed decision-making by project leadership and stakeholders. The dashboards shall present key information relating to progress towards PDO and Intermediate Outcome targets, as well as project management performance (financial management, procurement, environmental and social safeguards, stakeholder communication, Citizen Engagement, grievance mechanisms, and overall unit operation). The specialist may utilize various analytical tools, platforms, software, and project monitoring portals made available to develop the dashboard. The M&E Specialist may incorporate geographic monitoring and spatial analysis of project interventions working with other consultants.

Reporting:

• Progress Monitoring and Evaluation. The M&E Specialist shall lead the preparation of recurring progress reports (monthly/quarterly/semi-annual/annual/mid-term/completion), and provide technical input for the WB reports, briefs, and audits related to the Result Framework. The Specialist shall ensure that all reports provide an accurate analysis of implementation progress, achievement towards targets, challenges, risks, and recommendations for improvement. The M&E Specialist shall collaborate and provide technical assistance (where needed) to PIU staff, Contractors, and Consultants to ensure M&E requirements, procedures, and methodologies are appropriately integrated into their activities and deliverables. This also includes coordinating and supporting the evaluation of project deliverables, outcomes, impact assessments, and independent reviews. This includes preparing evaluation terms of reference, coordinating evaluation processes, supporting data collection and analysis, preparing evaluation reports, and facilitating management responses and implementation of evaluation recommendations.

• Monitoring Risks and Mitigation-The M&E Specialist shall support systematic monitoring of project implementation risks, including procurement, financial, environmental and social, institutional, and operational risks. The Specialist shall maintain risk-monitoring mechanisms, identify emerging/potential challenges that could affect the project meeting the targets in time, their mitigation measures, and related findings to the PIU and implementing partners for timely corrective action.

Coordination, Capacity Building, and Knowledge Management:

• Coordination and Collaboration. The M&E Specialist shall work closely with the Project Coordinator and PIU staff, contractors, consultants, implementing agencies, the WB task team, WB WARDIP-DI team, development partners, etc., to support timely data sharing, joint field verification where relevant, and alignment of M&E processes, the WB policies, standards, and guidelines, while maintaining transparency and accountability in data collection, analysis, and reporting processes.
• Knowledge Management and Capacity Building. The M&E Specialistshall establish systems to capture and document lessons learned and good practices, including through evaluation findings, field monitoring, and stakeholder feedback. This includes supporting institutional learning among the PIU and implementing partners by producing knowledge products such as case studies, technical briefs, newsletters, and facilitating knowledge-sharing events and workshops with internal and external stakeholders and beneficiaries.
• Complementary Input from the WARDIP-DI’s Research and Impact Evaluation. The M&E Specialist’s monitoring and evaluation activities shall be coordinated and complemented by targeted research and impact evaluation of the WARDIP-DI team. The WARDIP-DI team will focus on deep-dive digital labor market analytics, AI-driven job platform adoption, and impact evaluation around potential key bottlenecks in the WARDIP theory of change. Each M&E Specialist and WARDIP-DI outputs will be delivered independently, yet the M&E Specialist will closely coordinate with the WARDIP-DI team and partners and, where possible, will closely discuss and align relevant M&E monitoring tools, implementation protocols, beneficiary tracking systems, and data-sharing arrangements, so that M&E and research activities are mutually reinforcing and generate actionable evidence for adaptive decision-making in Liberia and broader learning across the WARDIP program. 

QUALIFICATIONS AND EXPERIENCE

Mandatory requirements:

1. Education. Master’s Degree in Statistics, Economics, Project Management, M&E, Information Management, Social Science, Data Science, or other relevant discipline. A Bachelor’s Degree in a related field may be considered in lieu of a Master’s, provided it is accompanied by at least two (2) years of additional relevant professional experience in monitoring and evaluation, results management, performance monitoring, or related fields.
2. Professional Experience. A minimum of five (5) years of relevant experience (or seven (7) years for candidates holding Bachelor’s degree), demonstrating progressive growth in monitoring and evaluation, results management, performance management, or related areas. Demonstrated experience designing, establishing, and implementing Results-Based Monitoring and Evaluation (RBME) systems, including results frameworks, performance indicators, monitoring tools, reporting systems, and data management processes is highly preferable. Practical experience in survey design and implementation, data analysis, performance reporting, dashboards and management information systems, GIS-based monitoring, and digital data collection platforms to support project M&E will be an advantage.
3. Experience with international/donor-funded projects. Experience working on World Bank-funded projects or other multilateral development bank-financed programs is highly desirable. Experience in digital infrastructure, information and communication technology (ICT), digital transformation, governance reform, public sector modernization, or related development programs will be considered an advantage.

Preferred qualifications:

d. Reporting and Knowledge Products. Demonstrated track record of producing M&E reports, results briefs, impact assessments, or knowledge products (e.g., case studies, technical briefs, learning notes) for government or development partner audiences. Candidates should be prepared to reference specific examples in their application.

e. Dashboard and Data Visualization Tools. Prior experience developing and maintaining performance dashboards or data visualization products using tools such as Power BI, Tableau, or similar platforms. Experience with interactive or GIS-based visualization for project monitoring purposes is an additional advantage.

f. Statistical and Data Analysis Software. Demonstrated use of at least one statistical or data analysis package (e.g., STATA, R, SPSS, Python) in a professional M&E or research context, including for indicator analysis, survey data processing, or results reporting.

g. Digital Data Collection Platforms. Hands-on experience deploying and managing digital data collection tools (e.g., KoBoToolbox, ODK, DHIS2, or equivalent) for field-based monitoring, beneficiary surveys, or data quality assessments.

h. Knowledge Management and Learning Activities. Experience designing or facilitating knowledge-sharing workshops, training sessions, or capacity-building activities for PIU staff, government counterparts, or implementing partners on M&E methodologies or results reporting.

i. Sector Experience. Prior assignment(s) in digital infrastructure, ICT, digital transformation, telecommunications, or public sector modernization programs, evidenced by relevant project references in the CV.

• TERMS AND DURATION OF ASSIGNMENT

The M&E specialist will be appointed on a full-time basis, based in Monrovia Liberia, for a period of 12 (twelve) months. Extension of this position may be considered and will be dependent upon satisfactory performance and availability of funding.

The PIU will provide office space, general office supplies, and required equipment. The majority of the assignment will be performed in an office-type setting with occasional on-site visits to project sites.

The M&E Specialist shall report directly to the Project Coordinator and work closely with the PIU staff, implementing agencies, contractors, consultants, government institutions, internal/external stakeholders, and the WB Task Team. The M&E Specialist shall provide timely technical support to the PIU and technical teams to promote transparency, accountability, and effective stakeholder engagement throughout the project lifecycle.

The M&E Specialist shall maintain strict confidentiality and safeguard all official project information, data, reports, and any official documentation throughout the assignment. The Specialist shall ensure that all M&E activities comply with the GoL policies, MoPT requirements, WB communication and access to information policy, and applicable environmental and social safeguard requirements

The Specialist shall adhere to the World Bank Procurement Regulations for IPF Borrowers, Environmental and Social Framework (ESF), Anti-Corruption Guidelines, and all applicable project reporting and compliance requirements. The Specialist shall avoid conflicts of interest and uphold the highest standards of professionalism, integrity, transparency, accountability, and ethical conduct throughout the assignment.

• RECRUITMENT METHOD

The successful candidate shall be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the WB Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing (IPF), September 2025.
