The Department of Postal Operations is the largest of three programmatic divisions that constitute the Ministry of Posts & Telecommunications. The Department is run by the Office of the Deputy Minister for Operations, who oversees all functions of the Ministry related to postal services and products. It reports to the Minister/Postmaster-General. The Deputy Minister for Operations executes duties through the principal subordinate offices of the Assistant Minister for Planning, Research, Statistics and Documentation and the Director General of Posts (DG). 

The office of the Deputy Minister for Operations executes its duties through the following departments; 
⦁ Planning, Research, Statistics and Documentation 
Director General of Post 
⦁ Bureau of Quality Services 
⦁ Expedited Mail Services 
⦁ Bureau of Rural Postal Services 
⦁ The Head Postmistress 

The operational functions are divided into two categories, namely: 
⦁ The Monrovia Postal Exchange comprises of postal sections within the office of the Head Postmaster and sub post offices within the city of Monrovia, urban Montserrado and urban Margibi counties; 
⦁ Rural Postal Services comprises of the bureau of Rural Postal Services, with five( 5) postal regions within rural Liberia, headed by Regional Postmasters; and sub post offices within the county capitals and districts of rural Liberia. 

The five postal regions are: 
⦁ Region 1 : Grand Bassa, Rivercess, and Margibi counties 
⦁ Region 2 : Bomi, Grand Cape Mount, and Gbarpolu counties 
⦁ Region 3 : Bong, Lofa, Nimba counties 
⦁ Region 4 : Grand Gedeh, Rivergee, and Sinoe counties 
⦁ Region 5 : Maryland and Grand Kru counties 

The five postal region head post offices are: 
⦁ Region 1 : Buchanan Regional Post Office 
⦁ Region 2 : Tubmanburg Regional Post Office 
⦁ Region 3 : Gbarnga Regional Post Office 
⦁ Region 4 : Zwedru Regional Post Office 
⦁ Region 5 : Harper Regional Post Office
